	<abstract_fa>&lt;span style=&quot;font-size:12pt&quot;&gt;&lt;span style=&quot;direction:rtl&quot;&gt;&lt;span style=&quot;unicode-bidi:embed&quot;&gt;&lt;span style=&quot;line-height:115%&quot;&gt;&lt;span style=&quot;font-family:Calibri,sans-serif&quot;&gt;&lt;span b=&quot;&quot; lang=&quot;AR-SA&quot; nazanin=&quot;&quot; style=&quot;font-family:&quot;&gt;&lt;span style=&quot;color:black&quot;&gt;تلاش برای بازشناسی و احیای هویت ایرانی - اسلامی در معماری و شهرسازی طی چند دهه اخیر به یکی از محورهای سیاست&#8204;گذاری فضایی در ایران تبدیل شده است. در این میان، مجموعه&#8204;ای از قوانین، مصوبات و دستورالعمل&#8204;های ملی و محلی، به&#8204;ویژه در حوزه سیما و منظر شهری، با هدف ساماندهی نماها و ارتقای هویت کالبدی شهرها تدوین شده&#8204;اند. با وجود این، استمرار ناهماهنگی&#8204;های بصری در شهرهایی همچون قم، این پرسش را مطرح می&#8204;کند که آیا مفاهیم معماری ایرانی - اسلامی در این اسناد از سطح ارزش&#8204;ها و توصیه&#8204;های کلی به معیارهای روشن، قابل سنجش و قابل اجرا تبدیل شده&#8204;اند؟ نقد حاضر با رویکرد تحلیلی - انتقادی، اسناد فرادست مرتبط با هویت معماری و شهرسازی ایرانی - اسلامی و دستورالعمل ساماندهی نماهای شهر قم را در دو محور بررسی می&#8204;کند: نخست، کفایت مفهومی و عملیاتی معیارهای ارائه&#8204;شده و دوم، میزان پیوند میان ضابطه، سازوکار اجرا و واقعیت کالبدی شهر. بررسی انتقادی نشان می&#8204;دهد که اگرچه اسناد موجود در تثبیت گفتمان هویت ایرانی - اسلامی و طرح موضوعاتی همچون هماهنگی با زمینه، مصالح، رنگ، تناسبات، حریم و کیفیت منظر نقش مهمی داشته&#8204;اند، در بسیاری موارد معیارها فاقد تعریف دقیق و سنجه&#8204;های ارزیابی هستند. از سوی دیگر، تعدد نهادهای سیاست&#8204;گذار، ضعف ضمانت اجرایی، نبود چک&#8204;لیست&#8204;های دقیق، محدودیت سازوکارهای نظارت و بی&#8204;توجهی کافی به عوامل اقتصادی و مشارکت شهروندان، فاصله میان &amp;laquo;خواست سیاستی&amp;raquo; و &amp;laquo;تحقق کالبدی&amp;raquo; را تشدید کرده است. بر این اساس، مسئله اصلی نه فقدان کامل ضابطه، بلکه گذار ناتمام از مفهوم به معیار، از معیار به سازوکار اجرا و از اجرا به ارزیابی است&lt;/span&gt;&lt;/span&gt;&lt;span b=&quot;&quot; lang=&quot;FA&quot; nazanin=&quot;&quot; style=&quot;font-family:&quot;&gt;&lt;span style=&quot;color:black&quot;&gt;.&lt;/span&gt;&lt;/span&gt;&lt;span dir=&quot;LTR&quot; style=&quot;color:black&quot;&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;br&gt;

	<abstract>&lt;p&gt;Efforts to reinterpret and revive Iranian&amp;ndash;Islamic identity in architecture and urban planning have become an important focus of spatial policymaking in Iran over the past several decades. In this context, a range of national and local laws, regulations, and guidelines&amp;mdash;particularly those addressing the urban visual image and landscape&amp;mdash;have been developed to regulate building fa&amp;ccedil;ades and enhance the physical identity of cities. Nevertheless, the persistence of visual inconsistencies in cities such as Qom raises a fundamental question: &lt;strong&gt;To what extent have the concepts of Iranian&amp;ndash;Islamic architecture been translated in these documents from general values and recommendations into clear, measurable, and enforceable criteria?&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;This critical review adopts an &lt;strong&gt;analytical&amp;ndash;critical approach&lt;/strong&gt; to examine higher-level policy documents related to Iranian&amp;ndash;Islamic architectural and urban identity, as well as the &lt;em&gt;Guidelines for Regulating Building Fa&amp;ccedil;ades in Qom&lt;/em&gt;, along two main dimensions: first, the conceptual and operational adequacy of the proposed criteria; and second, the degree of integration between regulations, implementation mechanisms, and the physical reality of the city. The critical analysis indicates that, although existing documents have played an important role in consolidating the discourse of Iranian&amp;ndash;Islamic identity and addressing issues such as contextual compatibility, materials, color, proportions, visual protection, and landscape quality, the criteria in many cases lack precise definitions and measurable assessment indicators. Moreover, the multiplicity of policymaking institutions, weak enforcement mechanisms, the absence of detailed assessment checklists, limitations in monitoring systems, and insufficient consideration of economic factors and citizen participation have intensified the gap between &lt;strong&gt;policy intentions and physical realization&lt;/strong&gt;.&lt;/p&gt;

&lt;p&gt;Accordingly, the central problem is not the complete absence of regulations, but rather an &lt;strong&gt;incomplete transition from concept to criteria, from criteria to implementation mechanisms, and from implementation to evaluation&lt;/strong&gt;&lt;/p&gt;</abstract>
