fa از جامعیت موضوعی به کل‌نگری رابطه‌ای؛ نقد برنامه‌ریزی بافت تاریخی بوشهر From Thematic Comprehensiveness to Relational Wholeness: A Critique of Historic Urban Fabric Planning in Bushehr تخصصي Special پژوهشي Research حفاظت از بافت تاریخی، زمانی که از طریق مداخلات مختلف دنبال می‌شود، تنها بر طبق گستردگی موضوعات یا موفقیت هر مداخله در قلمرو تخصصی خود قابل سنجش نیست؛ کیفیت روابط میان مداخلات و نتایج آنها نیز در داوری درباره کلیت بافت اساسی است. این مقاله نسبت میان «جامعیت موضوعی» و «کل‌نگری رابطه‌ای» را در برنامه‌ها و مداخلات بافت تاریخی بوشهر نقد می‌کند. تحلیل بر شواهد حاصل از ادبیات علمی، اسناد و اطلاعات در دسترس و داده‌های میدانی استوار است و با تمایز میان انسجام درون‌برنامه‌ای و بین‌برنامه‌ای، نسبت اهداف، اقدامات و پیامدهای مداخلات را بررسی می‌کند. یافته‌های نقد نشان می‌دهد که در حوزه‌های حفاظت و مرمت، بازاستفاده، ساماندهی فضای عمومی و گردشگری، عقلانیت‌های تخصصی و نوعی جامعیت موضوعی قابل تشخیص است؛ بااین‌حال، شواهد موجود برای تأیید شکل‌گیری کل‌نگری رابطه‌ای در مقیاس بافت کفایت نمی‌کند و هم‌زمان، گسست قطعی میان برنامه‌ها را نیز اثبات نمی‌کند. مسئله اصلی، نه فقدان مداخله، بلکه فاصله میان «انسجام مداخله» و «انسجام حاصل از مداخلات» است. بر این اساس، کل‌نگری نه از تعدد حوزه‌های مداخله یا جمع موفقیت‌های منفرد، بلکه از سازمان‌یافتگی روابط میان آنها، بازخورد از پیامدها و قابلیت بازتنظیم تصمیم‌ها در طول زمان حاصل می‌شود. از این منظر، گذار از «مدیریت مداخلات» به «مدیریت روابط میان مداخلات»، مبنایی تحلیلی برای پیوند حفاظت از میراث با تداوم حیات بافت تاریخی فراهم می‌کند. سؤال اصلی: برنامه‌ها و مداخلات مرتبط با بافت تاریخی بوشهر تا چه اندازه توانسته‌اند، فراتر از جامعیت موضوعی و انسجام درون‌برنامه‌ای، از طریق سازمان‌یافتگی روابط میان اهداف، اقدامات و پیامدهای خود، به کل‌نگری رابطه‌ای در مقیاس کلیت بافت دست یابند؟   The conservation of historic urban fabric, when pursued through multiple interventions, cannot be assessed solely in terms of the breadth of issues addressed or the success of individual interventions within their respective areas of expertise. The quality of relationships among interventions and their outcomes is equally fundamental to judging the coherence of the urban fabric as a whole. This article critically examines the relationship between thematic comprehensiveness and relational wholeness in planning programs and interventions within the historic urban fabric of Bushehr, Iran. The analysis draws on evidence from the scholarly literature, available planning documents and data, and field-based observations. By distinguishing between intra-programmatic and inter-programmatic coherence, the study examines the relationships among the objectives, actions, and outcomes of different interventions. The critical analysis indicates that conservation and restoration, adaptive reuse, public-space improvement, and tourism planning each exhibit distinct forms of disciplinary rationality and a degree of thematic comprehensiveness. However, the available evidence is insufficient to confirm the emergence of relational wholeness at the scale of the historic urban fabric; at the same time, it does not substantiate a definitive rupture among the programs. The central issue, therefore, is not the absence of intervention, but rather the gap between the coherence of individual interventions and the coherence produced through their interactions. From this perspective, wholeness does not emerge from the multiplicity of intervention domains or from the aggregation of isolated successes; rather, it depends on the organization of relationships among interventions, feedback from their consequences, and the capacity to recalibrate decisions over time. Accordingly, shifting from the management of interventions toward the management of relationships among interventions provides an analytical basis for connecting heritage conservation with the continued vitality and long-term continuity of the historic urban fabric.
