fa حکمرانی آب در ایران: از نارسایی نهادی تا بحران مخاطرات زنجیره‌ای تخصصي Special پژوهشي Research <span style="font-size:12pt"><span style="line-height:115%"><span style="direction:rtl"><span style="unicode-bidi:embed"><span style="font-family:Aptos,sans-serif"><span b="" lang="AR-SA" nazanin="" style="font-family:">بحران آب در ایران به مرحله‌ای رسیده که تبیین آن دیگر با ارجاع صرف به کم‌بارشی یا تغییرات اقلیمی ممکن نیست. با این حال سوال اینجاست که چرا باوجود انبوه برنامه‌ها، اسناد و هشدارهای کارشناسی، حکمرانی آب در ایران همچنان قادر به مهار چرخه فزاینده خشکسالی و بحران کم‌آبی نیست. غالب تحلیل‌های موجود تنها یک بُعد از بحران را برجسته کرده‌اند. ازطرفی فقدان یک چارچوب یکپارچه برای بررسی همزمان ابعاد نهادی، سیاستی و اجرایی موجب شده ریشه‌های ساختاری بحران به‌صورت منسجم واکاوی نشود. هدف این مطالعه ارائه تحلیلی سه‌سطحی از حکمرانی آب در ایران است تا بررسی کند که چگونه نارسایی‌های تصمیم‌سازی، سیاست‌گذاری و اجرا در تعامل با یکدیگر، بستر بازتولید بحران را ایجاد می‌کنند. پژوهش با اتکا بر روش تحلیل مفهومی و مدل سه‌سطحی حکمرانی (کلان تصمیم‌سازی، سیاست‌گذاری میانی و اجرا) انجام شده و ادبیات حکمرانی آب، شکست سیاستی و حاکمیت ریسک را مبنای ارزیابی قرار می‌دهد. این مدل امکان می‌دهد که عناصر کلیدی همچون ناهماهنگی نهادی، ابزارهای سیاستی نامتناسب، فقدان رویکرد ریسک‌محور و شکاف پایدار میان دانش کارشناسی و ساختارهای تصمیم‌گیری در ارتباط با هم تحلیل شوند. یافته‌های پژوهش نشان می‌دهد که بحران آب در ایران نتیجه هم‌زمان سه دسته عوامل است: ناکارآمدی نهادی در سطح کلان، ناسازگاری سیاست‌ها با ظرفیت سرزمینی در سطح میانی، و ضعف ظرفیت اجرا و مدیریت ریسک در سطح عملیاتی. بر این مبنا، بدون بازآرایی ساختاری در این سه سطح و گذار به حکمرانی یکپارچه و ریسک‌محور، امکان تغییر مسیر بحران و دستیابی به امنیت آبی پایدار فراهم نخواهد شد.</span></span></span></span></span></span><br> &nbsp; <p data-end="969" data-start="313">Iran&rsquo;s water crisis has reached a point where it can no longer be explained solely in terms of reduced precipitation or climate variability. The central question addressed in this study is why, despite numerous plans, policy documents and repeated expert warnings, Iran&rsquo;s water governance system remains unable to contain the escalating cycle of drought and water scarcity. Existing analyses typically highlight only a single dimension of the crisis. At the same time, the absence of an integrated framework capable of examining institutional, policy and operational layers simultaneously has hindered a comprehensive understanding of its structural roots. This study aims to provide a three-tiered analysis of water governance in Iran, examining how failures in decision-making, policy formulation and implementation interact to reproduce and intensify the crisis. Using a conceptual-analytical method and a three-level governance model (macro-level decision-making, meso-level policy design, and micro-level implementation), the study draws on the literature on water governance, policy failure and risk governance as its evaluative foundation. This framework enables a relational assessment of key factors such as institutional fragmentation, misaligned policy instruments, the absence of risk-oriented approaches and the persistent gap between expert knowledge and decision-making structures. Findings reveal that Iran&rsquo;s water crisis results from the convergence of three interrelated factors: institutional inefficiencies at the macro level, misaligned and ecologically incompatible policies at the meso level, and limited implementation capacity coupled with weak risk management at the operational level. The study concludes that without structural reconfiguration across these three layers and a transition toward integrated and risk-informed water governance, reversing the trajectory of the crisis and achieving long-term water security will remain unattainable.</p> حکمرانی آب, شکست سیاستی, مدیریت ریسک, خشکسالی, تنش آبی.
