fa گسست در مدیریت مکان گزینی فعالیتها در نظام پهنه بندی طرح جامع (راهبردی-ساختاری) شهر تهران The Unfulfilled Promise of Activity Location Management within the Zoning Framework of Tehran’s Strategic–Structural Comprehensive Plan تخصصي Special كاربردي Applicable با فرارسیدن موعد افق طرح راهبردی-ساختاری(جامع) تهران ، موضوع تغییر یا تثبیت الگوی فعلی طرح جامع با ارزیابی میزان تحقق اهداف، دستاوردها، و واکاوی بنیادین چالشهایی که در فرایند اجرا وجود داشته، بار دیگر مورد توجه برنامه ریزان، مدیران شهری و پژوهشگران قرار گرفته است. نتایج مطالعات و گزارشهای پایش موجود عمدتاً بر عدم تحقق بخش قابل توجهی از اهداف و وجود چالشهای ساختاری در فرایند اجرا دلالت دارد. یکی از جدی ترین انتقادات مطرح، موکول شدن بسیاری از تکالیف و الزامات اجرایی طرح به مرحله پس از تصویب و ابلاغ آن است؛ به گونه ای که پس از گذشت حدود دو دهه، بخش قابل توجهی از این تکالیف همچنان بلاتکلیف باقی مانده اند. در این میان، یکی از مهمترین تکالیف تحقق نیافته، "تعیین عملکردهای مجاز به استقرار در کلیه زیرپهنه های استفاده از اراضی" در طرح تفصیلی شهر تهران است. این در حالی است که اصلی ترین وجه تمایز الگوی جدید طرح جامع تهران نسبت به طرح های پیشین، گذار از رویکرد کاربری محور به نظام پهنه بندی (Zoning) عنوان شده است؛ نظامی که تحقق آن مستلزم تدقیق عملکردهای مجاز به استقرار در مقیاس زیرپهنه ها به عنوان ابزار اصلی هدایت و کنترل توسعه شهری است. بر این اساس، پرسش اصلی آن است که چرا یکی از بنیادی ترین ابزارهای تحقق نظام پهنه بندی که مطابق ضوابط و مقررات طرح تفصیلی می بایست حداکثر ظرف مدت دو سال از زمان ابلاغ سند محقق می شد، عملاً در حد تدوین اسناد اولیه باقی ماند، و به مرحله تصویب و اجرا نرسید. این مقاله با رویکردی انتقادی به واکاوی چالش های مربط با ساماندهی استقرار فعالیتها در شهر تهران می پردازد و بر ضرورت بازشناسی واقعیت های موجود و اصلاح ساز وکارها و الزامات نهادی پیش از هرگونه بازنگری یا برنامه ریزی مجدد در نظام مدیریت تهران تاکید دارد. With the arrival of the horizon year of Tehran’s Strategic–Structural (Comprehensive) Plan, evaluating its achievements, implementation outcomes, and structural shortcomings has become a central concern for planners, urban managers, and researchers. Existing evaluation studies and monitoring reports indicate that a substantial proportion of the plan’s objectives have not been achieved and that significant structural challenges have emerged during its implementation. One of the most persistent criticisms concerns the deferral of numerous implementation requirements and regulatory instruments to the post-adoption stage of the plan. Nearly two decades after its approval, many of these obligations remain unresolved. Among the most significant unfulfilled requirements is the determination of permitted activities for all land-use subzones within Tehran’s Detailed Plan. This is particularly important because the principal distinction between Tehran’s latest comprehensive plan and its predecessors was the transition from a conventional land-use approach to a zoning-based planning framework. The effectiveness of such a framework depends on the specification of permitted activities at the subzone level as a primary instrument for guiding and regulating urban development. This paper critically examines the institutional, legal, and implementation challenges associated with the regulation of activity locations in Tehran. It argues that the failure to operationalize one of the fundamental instruments of the zoning system reflects a broader disconnect between strategic planning objectives and the mechanisms required for their implementation.
