Housing prices in Iran’s metropolitan areas particularly Tehran are shaped not merely by straightforward supply-and-demand variables, but by the combined effects of complex institutional mechanisms, including administrative bureaucracy and the unproductive functioning of the banking system. Adopting an analytical approach, this study examines the chain of rising construction costs, from bottlenecks in permit issuance to cycles of bank credit allocation. The findings indicate that housing inflation and production stagnation are not separate phenomena; rather, they are outcomes of a single economic logic. The alignment of these institutional structures has led to the reproduction of spatial inequality, the diversion of capital away from productive activities, and increasing difficulties for middle- and lower-income groups in accessing affordable housing. In effect, deficiencies in macro-level policymaking have not only eroded housing capacity but have also placed the social sustainability of cities at risk. From this perspective, critiquing the current situation requires moving beyond price-based analyses and focusing instead on identifying the decision-making structures that impose excessive costs on both the production sector and citizens. The continuation of this pattern obstructs the realization of spatial justice and further underscores the need for a fundamental reconsideration of the relationships among the monetary system, urban management, and the private sector. Re-examining this process is therefore a prerequisite for policymaking aimed at transitioning toward a more equitable model of housing provision and urban construction.
