محله در ادبیات معماری، شهرسازی و سیاست‌گذاری شهری ایران، هم‌زمان به‌عنوان میراثی تاریخی و ابزاری برای سامان‌دهی مسائل معاصر شهری مورد توجه قرار گرفته است. در بخشی از این ادبیات، محله سنتی با مفاهیمی چون همبستگی اجتماعی، تعلق مکانی، روابط چهره‌به‌چهره و مرکزیت‌های محلی بازنمایی می‌شود و احیای آن به‌عنوان راهی برای بازگرداندن حیات جمعی پیشنهاد می‌گردد. در مقابل، در برخی سیاست‌های محله‌محور، محله به واحدی اداری با مرز مشخص، مرکز کالبدی و نهاد اجرایی تبدیل می‌شود. این مقاله با رویکردی انتقادی، این دو برداشت را بررسی می‌کند و نشان می‌دهد که هر دو، با وجود تفاوت ظاهری، محله را موجودیتی آماده و قابل تولید یا بازسازی فرض می‌کنند. استدلال مقاله آن است که محله نه صورتی تاریخی برای بازگشت و نه واحدی مدیریتی برای ساختن، بلکه فرایندی رابطه‌ای، زمان‌مند و متکثر است که از تداوم حضور، تجربه زیسته و کنش جمعی شکل می‌گیرد. بر این اساس، سیاست محله‌محور باید به‌جای تولید مستقیم اجتماع محلی، بر فراهم‌کردن شرایط محله‌شدن، افزایش اختیار عمومی، تقویت دسترسی برابر و ایجاد فرصت‌های پایدار برای حضور و تعامل اجتماعی تمرکز کند.
